2006: UK 'ENERGY CHALLENGE REPORT' The UK Government has
published 'The Energy Challenge", its review of
energy supply and use over the next fifty years. The
document is principally concerned with large-scale energy
production and consumption - electricity distribution,
road transport etc - but also notes:
- The part to be played by "Biomass stoves and boilers
provide space and/or water heating from a variety
of fuels such as wood pellets, woodchips, logs
and non-wood fuels."
- That developing the
Code for Sustainable Homes (CSH). Level 1 will
require energy efficiency performance above the
current Part L of Building Regulations. Level 5
will require that new homes be carbon neutral.
(2.16.1). All government-funded housing will be
required to reach at least Level 3
- Government intends to
introduce energy performance certificates, for
both new and existing buildings (2.16.5)
- Government recognises
that ensuring full compliance with Building
Regulations particularly Part L on energy
efficiency is an issue. So intends to
extend self-certification schemes to reduce
burdens on local authorities, and make compliance
more likely, and to make it easier for local
authorities to prosecute breaches of energy
efficiency standards. (2.16.3)
- That Government might
make grants or tax concessions available to
householders installing low-carbon equipment
